Fisher

Rand H. Fisher is senior vice president of Special Studies. He is based at The Aerospace Corporation's office in Rosslyn, Virginia.

Fisher joined Aerospace on April 21, 2008, from Lockheed Martin Corporation where he was vice president and senior advisor on Space Situational Awareness. Before that he was vice president of Strategic Programs for the Titan Group at L-3 Communications Corporation.

Fisher retired from the U.S. Navy as a rear admiral in 2004 after 31 years of service. In his latest assignments he served as director of the Communications Systems Acquisition and Operations Directorate at the National Reconnaissance Office and Commander of the SPAWAR Space Field Activity. Concurrently he served as the Naval Space Technology Systems program director, the Naval Program Executive Officer for Space Systems, and director of the Transformational Communications Office.

He previously served as commander of the Naval Air Warfare Center Weapons Division at China Lake, California, and assistant commander of Test and Evaluation at the Naval Air Systems Command. At Space and Naval Warfare Systems Command he was program manager of Research and Development; director of the Systems Program Management Division; lead systems engineer for the Naval Space Technology Program; deputy program manager of the Special Systems Program Office; major program manager of the Special Systems Program Office; and major program manager of the Advanced Systems Program Office.

Fisher graduated from the U.S. Naval Academy in 1973 with a bachelor's degree in physics. After being commissioned as an ensign he earned designation as a naval aviator and accumulated more than 2,500 hours flight time including service aboard the USS Constellation. Later he earned a master's in physics from the Naval Postgraduate School. Among his awards and honors are the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, and Navy Commendation Medal.

Fisher is a member of the Air Force Studies Board and the United States Strategic Command Senior Advisory Group and is the senior mentor for the Schriever War Games series.
